Centar za zaštitu i pomoć tražiocima azila (APC/CZA) poziva sve koji žele pruže direktnu podršku tražiocima azila i migrantima, doprinesu stvaranju tolerantnog i otvorenog društva i suzbijanju predrasuda i ksenofobije da se priključe mreži APC/CZA volontera.

Volonter može biti svako ko je punoletan, ima vremena i želje da pomogne ljudima u nevolji i nema predrasuda prema ljudima drugih nacija, vera ili rasa.

Malmstrem: Bezvizni režim doveden u pitanje

Evropska komesarka za unutrašnje poslove Sesilija Malmstrem 7. jula 2014. godine je izjavila da "ne isključuje" da neke članice Evropske unije zatraže privremeno ukidanje režima bez viza za državljane Zapadnog Balkana, zato što broj lica koja potpuno neutemeljeno traže azil i dalje raste i ugrožava ceo mehanizam azila EU. Ona je rekla da je azil izuzetno ozbiljno pitanje i da je prošle godine zahtev podnelo više od 50 000 osoba sa Zapadnog Balkana.

"Mi smo s tim u vezi u stalnom kontaktu s vladama država Zapadnog Balkana", dodala je komesarka Malmstrem, ukazavši na činjenicu da je taj "ozbiljni problem" vezan prevashodno za dugoročno poboljšanje položaja Roma koji najviše traže azil u EU.

Sesilija Malmstrem je to rekla na konferenciji za novinare posle objavljivanja izveštaja Evropske komisije u kojem se navodi da je od ukupno 213 000 stranaca koji su u prošloj godini zatražili azil u Evropskoj uniji, najveći broj njih bio iz Sirije, Rusije i zemalja Zapadnog Balkana.

Iz pet država Zapadnog Balkana i Kosova je prošle godine zahtev za azil u EU podnelo preko 50 000 ljudi, a evropska komesarka Malmstrem je novinarima naglasila da je to "vrlo ozbiljno pitanje... pošto broj azilanata ne opada". Ona je rekla da Albanija, Bosna, Crna Gora, Makedonija i Srbija imaju s EU sporazum o režimu bez viza, dok se s Kosovom o tome vodi dijalog.

Fokus grupni intervju u Sremskoj Mitrovici

U okviru projekta "Otvaranje dijaloga u lokalnim zajednicama između građana i migranata o međusobnoj toleranciji i nenasilju" koji sprovode Centar za zaštitu i pomoć tražiocima azila i NVO Atina 27. juna 2014. godine je održan sastanak sa predstavnicima lokalnih institucija u Sremskoj Mitrovici. Projekat se realizuje uz finansijsku podršku Evropske unije i Kancelarije za saradnju sa civilnim društvom Vlade Republike Srbije u okviru Programa jačanja civilnog društva.

Cilj sastanka je bilo i održavanje fokus grupnog intervjua sa predstavnicima različitih institucija: Centra za socijalni rad, policije, Crvenog krsta, organizacija civilnog društva, predstavnika lokalnih medija o pitanjima vezanim za položaj migranata i tražilaca azila u Sremskoj Mitrovici.

Focus-group interview in Subotica

On June 20th, 2014 as part of the project "Opening a dialogue in local communities between citizens and migrants on mutual tolerance and non-violence" conducted by the Asylum Protection Center (APC / CZA) and NGO Atina, was held a meeting with representatives of local institutions in Subotica. The project is implemented with the financial support of the European Union and the Office for Cooperation with Civil Society of the Republic of Serbia within the Program for strengthening of civil society.

The aim of the meeting was maintenance of a focus-group interview with the representatives of various institutions: the Center for social work, police, Directorate for Execution of Criminal Sanctions and civil society organizations on issues related to the position of migrants and asylum seekers in the local community.

World Refugee Day

In the year 2000 United Nations General Assembly adopted a resolution with which declared the African Refugee Day as the World Refugee Day on June 20th. World Refugee Day is celebrated in the memory of those people who were forced to leave their homes due to wars, fear of persecution, violence and conflicts, but also as a support to those who are still facing similar problems.
Today, Serbia also faces with an increasing number of migrants who pass through our country. One number of them who fled from the persecution in their countries of origin seek asylum in Serbia. Their position is extremely sensitive because they have no personal documents, asylum identity cards, they have no money, they do not know the language, customs and Serbian procedures and regulations. They are also more and more faced with domestic citizens who should be acquaint with the problem of modern exile and the fate of people who fled war and violence in Syria, Iraq, Libya, Afghanistan.

Migrants who pass through our country still do not see Serbia as a country of destination, and those who get the idea of staying in Serbia very often give up because of duration of the asylum procedure and leave before getting the final answer. The number of people who got asylum in Serbia is very small and only 15 people have received refugee status or subsidiary protection since the establishment of asylum system in 2008. All this indicates that in the asylum system in Serbia should be made some fundamental changes in order to get these people out of the gray zone in which they are due to the inadequate legal regulations. Number of refugees who come to Serbia is increasing from year to year. Only in 2013, 5,065 people sought asylum, while in this year more than 3,700 people sought asylum until the early June.

Serbia is facing a new challenges - how to accommodate large number of refugees, how to provide them with adequate reception, how to enable fast and efficient procedure for granting refugee protection, how to conduct the integration of refugees and properly inform the local community and the citizens about the new refugees, who are not refugees from the former Yugoslavia or from this area, but people from distant countries guided by intercontinental migration routes through Turkey, Greece and further to the West. From the response of our society to these questions will also depend the future of refugees in Serbia and further progress and character of Serbian society in whole.

Meeting of a local area network in Sid

On June 17th, 2014 as part of the project "Opening a dialogue in local communities between citizens and migrants on mutual tolerance and non-violence" conducted by the Asylum Protection Center (APC / CZA) and NGO Atina, a local area network was formed in Sid. The project is implemented with the financial support of the European Union and the Office for Cooperation with Civil Society of the Republic of Serbia within the Program for strengthening of civil society.

The aim of the meeting was maintenance of a focus-group interview with the representatives of various institutions: the Center for social work, educational institutions, civil society organizations, the Office for Youth and the media with the purpose of gaining information on developments concerning migration in the municipality of Sid.

Regionalni projekat borbe protiv trgovine decom

U okviru Regionalnog projekta borbe protiv trgovine decom NVO Atina je sredinom juna 2014. godine bila domaćin programa razmene sa kolegama iz organizacija u regionu. U okviru razmene gosti su posetili i Centar za zaštitu i pomoć tražiocima azila APC/CZA. Predstavnici Centra za zaštitu i pomoć tražiocima azila su upoznali goste sa aktivnostima organizacije, sa posebnim osvrtom na rad sa decom migrantima i tražiocima azila u centrima za azil i maloletnicima bez pratnje smeštenim u zavodu Vasa Stajić.

Gosti su bili kolege: Valbona Hystuna iz organizacije Arsis iz Grčke, Guillaume Lardanchet i Carine Estager iz organizacije Hors la Rue iz Francuske, Visar Kryeziu iz organizacije Terre des hommes sa Kosova i Ana Majko iz organizacije Arsis iz Albanije.

EU must establish common ‘safe’ and ‘regular’ migration paths

It is the EU's collective responsibility to ensure migration is handled in a humane, effective and sustainable way.

Soon after the sea started to warming up, the number of migrants and asylum seekers reaching the EU's Mediterranean borders came up to the total number of migrants who arrived by sea to Europe during the last year only in the first five months of 2014. With over 3000 arrivals in Sicily by beginning of May 2014, the number of people who have made it to Italy by sea since the beginning of the year is over 40,000.

Beside that, over 13,000 people have reached Greece, and over 2000 have crossed from Morocco to Spanish enclave Melilla. Among migrants and asylum seekers there is a large number of women in children, who are in extremely vulnerable position on these passages. At least 2750 unaccompanied children have landed in Italy this year.

Asylum seekers helped in the areas affected by floods

Asylum seekers who were placed in Obrenovac were among the first affected by the consequences of the floods, but as soon as the opportunity arose, they also came first to help.

They were evacuated on Friday morning, May 16th, 2014 which was only one of many evacuated places of those few critical days, but the same day, on a Friday night, they were among the first volunteers in Sabac.

It was just one of the places affected by the flood, and in which these people who have left their homes a long time ago, or lost them in some other way, decided to stay and to show that the home is where we are and that should be defended in every way.

Asylum seekers took shovels and spades in hands

People from Algeria, Syria, Senegal, Tunisia, Niger, Congo and Afghanistan have seen on television images of horror that befell our country and applied themselves to participate in the cleaning and renewal.

Asylum seekers were among the first to offer assistance in renewing Krupanj, which is seriously affected by the disastrous floods. We helped them and gave them decent living conditions while awaiting a decision on asylum, and they decided to return the favor now when we pass through this difficult period. Asylum seekers accommodated in Banja Koviljaca arrived yesterday to help locals in Krupanj. They were working hard in the village of Zarkovaca in order to eliminate the effects of the disaster that struck this place, especially in the part where the water has toppled houses, destroyed the bridges and "cracked" roads.

Latest news on evacuated asylum seekers

Asylum seekers who were evacuated from Obrenovac to Baric, and then on Saturday also evacuated from Baric, are located in the Asylum Centres in Sjenica, Tutin, Banja Koviljaca and Bogovadja.

Asylum centers are mostly full, and Tutin has nearly twice as many people than it can normally accommodate. 184 asylum seekers, of whom 3 women are accommodated in the Asylum Center in Tutin. All asylum seekers are single, but there are also two families, one of which is with a child. The situation is similar in Banja Koviljaca, where because of a large number of asylum seekers, 109 of them, the common living room was adapted to be able to receive all. From the total number of asylum seekers there are 8 women and 4 children. There are just a few more free places in Sjenica, where currently reside 129 asylum seekers. The situation is a little better in Bogovadja, where there are currently 40 free places. Families, women and children, are usually accommodated there. Among them, there are 35 asylum seekers, women and children, who were evacuated from Obrenovac and Baric, while the remaining 125 asylum seekers from Obrenovac and Baric, mostly men, were accommodated in Tutin and Sjenica. The good news is that everyone is taken care of and that there is no one who has not been admitted in one of the centers.

Evacuated asylum seekers feel good and have a roof over their heads. No one was injured or medically threatened, although a few people, among whom were pregnant women, were complaining on colds, headaches, fatigue and stomach problems. Considering that they have left all their things in the hotel in Obrenovac, there is now an increased demand for clothes and shoes. Hygiene supplies and medicines are also required in the asylum centers, who are faced with a large number of people.

According to the latest information, hotel Obrenovac has been robbed during the past few days, when the thieves burst and took what they have find. When favorable conditions create, personal belongings of asylum seekers that were saved will be transferred to the asylum centers and returned to their owners. All asylum seekers have reported items and property that they left at the hotel Obrenovac.

Asylum seekers participate in the action to help Krupanj

As in previous days, asylum seekers continue to unselfishly help the affected areas in Serbia. Organized by the Commissariat for Refugees and Migration 33 men, originally from Syria, Sudan, Mali, Algeria and Comoros, went today from the Asylum Centre in Banja Koviljaca to Krupanj. Yesterday, the Commissariat has provided equipment including shovels, boots, gloves for asylum seekers volunteers and today organized transport to Krupanj where they will help in the recovery of the city affected by the floods.

Asylum seekers have immediately recognized the need to help and without hesitation joined the action of arranging and clearing the ground, wishing to assist in this difficult situation.

Asylum seekers in defense of Sabac

Asylum seekers have worked in Sabac all last night, in defense of the city from flooding. 85 of them evacuated from Obrenovac in Baric, originating from Cameroon, Syria, Mali, Iraq and other countries, insisted on providing assistance to their fellow citizens, and around 11 p.m. went to Sabac. Since arriving in town, they spent the whole night in repackaging of humanitarian aid, filling bags with sand and equiping the humanitarian aid convoys. It had rained all night, and they all wet and shivering were returned back to the Bubanj Potok around 4 p.m., and after that transferred to Sjenica and Tutin.

When asked why they have done this, Joe from Cameroon replied: "It was not difficult to take shovels in hands and do everything to help people in need. We were even pleased for being useful and to help, and not just to receive help. We saw a lot of old and disabled people, women and children, entire families who have lost their homes in a single night. The same thing happened to us, only in our case, the agony lasted much longer and we had to leave our countries.

Serbian people is good people, they accepted us as their own. The least we could do is to help those who received us."

Asylum seekers evacuated from Baric

All asylum seekers, 33 of them, mostly women and children were evacuated from the school in Baric. Local people, about 100 of them, most of whom were elderly, sick and exhausted from Obrenovac were also evacuated. They came during the day and were accommodated together with asylum seekers in the same primary school in Baric.

Asylum seekers were helping to the elderly, immobile and sick to get into buses. Commissariat for Refugees has provided transport and asylum seekers, as well as our citizens are transferring to Belgrade. Asylum seekers will probably be transferred during the day from Belgrade to Sjenica and Tutin. Our citizens were evacuated with 3 city buses. According to the latest information, asylum seekers who went to help in the defense of Sabac will be transferred to the Bubanj Potok.

The evacuation was carried out quickly and efficiently by the Ministry of Interior and the Commissariat for Refugees.

Asylum seekers from Obrenovac evacuated in Baric

Team of the Asylum Protection Center (APC / CZA) was today on the spot: more than 170 asylum seekers who were accommodated in a camp in Obrenovac and its surroundings, were transferred to the primary school "14. oktobar" in Baric. Asylum seekers were given water, but is still waiting for food. Part of help is on the way, but clothes, shoes and humanitarian aid are still needed.

Ilegalce prevoze preko Hrastovače i Čikerije

Da je krijumčarenje ljudi, pre svega ilegalaca iz Sirije i Avganistana, ali i sa Kosova i Metohije, preko granice sa Mađarskom i dalji transport ka zapadnim zemljama, više nego unosan posao, dokazuje i hapšenje organizovane kriminalne grupe sredinom maja 2014. godine, čiji su članovi uglavnom iz Subotice, a koji su zaradili desetine hiljada evra za pethodnih nekoliko meseci.

Prema informacijama do kojih smo došli, za ilegalni prelaz državne granice najviše se koriste pogranični delovi koji su pod šumom, odnosno oko novog graničnog prelaza Bački vinogradi, zatim šuma Hrastovača, pored lovišta na obodu Makove sedmice, kao i Čikerija, severozapadno od Subotice.

"Ranije nije bilo toliko organizovanih grupa, jer je ilegalcima bilo dovoljno da pređu državnu granicu i u Mađarskoj zatraže azil. Međutim, od prvog avgusta 2013. godine, Mađarska je drastično pooštrila proceduru dobijanja azila, pa je mađarska policija najveći broj onih koji nelegalno pređu granicu vraćala nama. Iz tog razloga i mi smo napravili bazu podataka i one za koje se ispostavi da su u više navrata pokušavali da pređu u Evropsku uniju smo deportovali u zemlje iz kojih su došli u Srbiju" priča izvor iz Granične policije.

Italija preopterećena izbeglicama

Italijanska mornarica spasava mnogo izbeglica. Međutim, ta zemlja na kopnu ne može više da se brine o njima – zbog nedostataka adekvatnih prihvatnih objekata i osoblja za obradu zahteva za azil.

Stariji čovek zastaje ispred bivšeg manastira u Via Oberdan u Palermu. „Izgleda napušteno, ali odnedavno je naseljen", kaže on. „Stranci i beskućnici žive u toj zgradi. Tu se krije najmanje 50 porodica." Porodice iz Palerma, Eritreje i Somalije, žive tu bez dozvole, pozivajući se na jedan papin predlog. Franja je prošle godine rekao da bi mnogi prazni manastiri u Italiji mogli da se otvore za imigrante, i tako je biskup Palerma jednostavno odlučio da toleriše izbeglice.

Od početka 2014.godine, oko 25.000 ljudi, najčešće preko Libije, čamcima je krenulo prema Italiji. Najveći broj je italijanska mornarica pokupila kod sicilijanske obale i bezbedno dovela na kopno – kako bi se sprečila tragedija kao ona kod Lampeduze, 3. oktobra 2013, kada je stradalo 336 ljudi.

Od tada, na malom ostrvu nema više izbeglica. Logor je zatvoren, izbeglice direktno dovode na Siciliju u četiri male luke: Augusta na jugozapadu, Pozalo i Porto Empedokle na jugu i Trapani na zapadnoj italijanskoj  obali. Logori su odavno prepuni. Neretko na hiljade ljudi dolaze odjednom. Treba im obezbediti hranu i odeću, lekari moraju da ih pregledaju. Zatim sledi identifikacija i na kraju procesuiranje zahteva za azil. Ta procedura u Italiji često traje mesecima, ponekad čak i više godina. Da sve izbeglice žele da ostanu u Italiji, situacija bi bila još dramatičnija.

Cilj nije Italija

Ove godine ima sve više izbeglica iz Sirije. Mnogi pokušavaju da dođu do rođaka i prijatelja na severu Evrope. Često su to dobrostojeće porodice koje bi sebi mogle da priušte da u Evropu dođu avionom. Međutim, problem su vize. Zbog toga im preostaje jedino put preko mora, opasan po život. Kada uspeju da se domognu Sicilije, obično iz humanitarnih razloga dobijaju dozvolu boravka u Evropi.

Međutim, ne žele sve izbeglice da ostanu u Italiji, kao što je to propisano sporazumom iz Dablina. Pogotovu mladi imigranti iz afričkih ratnih zona, pokušavaju da izbegnu identifikaciju u Italiji i da što pre sami stignu do rođaka u centralnoj i severnoj Evropi. Zbog trenutnog haosa u izbegličkim kampovima, to i nije tako teško. Tu ljudi sa pravom na zaštitu i podršku i ne mogu da budu zatvoreni. Postojeći propisi sprečavaju mogućnost da se oni organizovano prime i integrišu u Evropu, tamo gde je za njih najbolje.

Nemački poziv: Evropa može da uradi više kako bi pomogla sirijskim izbeglicama

Nemački Parlament je 8. maja 2014. godine pozvao na održavanje konferencije o pitanju prihvata i naseljenja sirijskih izbeglica u zemljama EU, na kojoj bi zemlje članice Evropske unije donele konkretne obaveze o naseljenju i na taj način obezbedile sigurno utočište za sirijske izbeglice u Evropi. Naseljenje uključuje transfer izbeglica iz države u kojoj su zatražili zaštitu u treću državu koja je pristala da ih prizna kao izbeglice sa stalnim boravkom. Humanitarno naseljenje ima slične karakteristike samo se odnosi na proces pružanja naseljenja za izbeglice koje su najugroženije u regionu.

Nemačka se tokom 2013. i 2014. godine obavezala da će kroz programe humanitarnog naseljenja zbrinuti 10 000 izbeglica iz Sirije, dok su se ostale zemlje članice EU obavezale da će naseliti oko 5 000 sirijskih izbeglica. Prema procenama UNHCR-a u periodu 2015-2016 godina oko 100 000 sirijskih izbeglica će trebati da bude zbrinuto bilo kroz programe naseljavanja ili nekih drugih programa prihvata izbeglica.

Nemačka: Srbija je sigurna zemlja, azilanti se vraćaju po skraćenom postupku

Nemačka vlada je 30.aprila 2014. godine usvojila nacrt zakona kojim se Srbija proglašava sigurnom zemljom porekla, što znači da su zahtevi za azil njenih građana u principu neosnovani i da se postupak za povratak azilanata u domovinu skraćuje. Pored Srbije, sigurnim zemljama proglašene su i Makedonija i Bosna i Hercegovina, čime se potvrđuje da u sve te tri balkanske zemlje nema ni političkog mučenja, ni progona, ni zlostavljanja političkih neistomišljenika, pa time ni osnovnih razloga za podnošenje zahteva za azil, preneli su nemački mediji.

Nemačke vlasti bi na taj način lakše i jednostavnije odbijale zahteva azilanata iz tih zemalja, čime bi se umnogome skratila procedura obrade tih zahtjeva. Izbegličke organizacije su ovaj potrez oštro kritikovale.

Broj podnosilaca zahteva za azil se od uvođenja bezviznog režima za zemlje Zapadnog Balkana znatno povećao. Prošle 2013.godine je skoro petina ukupno podnesenih zahteva za azil (127 023 zahteva za azil) u Nemačkoj dolazila upravo od strane građana tih zemalja, od čega 18 001 iz Srbije, što je za 40 % povećanje u odnosu na 2012. godinu. Većina njih je odbijena kao neosnovana.

Bulgaria: Asylum Seekers Summarily Expelled

According to the report of the international non-governmental organization Human Rights Watch - "Containment Plan: Bulgaria's Pushbacks and Detention of Syrian and other Asylum Seekers and Migrants", which was released a few days ago, the Bulgarian government has launched a "Containment Plan" to reduce the number of asylum seekers in the country. The plan has been carried out in part by summarily pushing back Syrians, Afghans, and others as they irregularly cross the border from Turkey.

The report documents how in recent months Bulgarian border police, often using excessive force, have summarily returned people who appear to be asylum seekers to Turkey. The people have been forced back across the border without proper procedures and with no opportunity to lodge asylum claims.

It is also stated that Bulgaria should end summary expulsions at the Turkish border, stop the excessive use of force by border guards, and improve the treatment of detainees and conditions of detention in police stations and migrant detention centers.

"Slamming the door on refugees is not the way to deal with an increase in people seeking protection", said Bill Frelick, refugee rights program director at Human Rights Watch. "The right way, simply, is for Bulgarian authorities to examine asylum seekers' claims and treat them decently".

Conference: Challenges in the identification of victims among the migrant population

NGO Atina and the Asylum Protection Centre have launched new project aimed towards establishing a dialogue on tolerance between the local, Serbian population and asylum seekers from Syria, Afghanistan, Eritrea, Somalia ...

Presentation of a project "Opening dialog within local communities – migrants and citizens towards tolerance and non-violence " was held on April 25th, 2014. On this occasion was said that the project was initiated because those who are seeking asylum or passing through Serbia are exposed to different forms of violence, including human trafficking.

Various incidents, from burning barracks in Obrenovac to the protests of local citizens when they were blocking roads because of asylum seekers, were also the reason for making the project, was pointed out at the press conference.

2,055 asylum requests registered in Serbia in the first three months

A total of 2,055 people requested asylum in Serbia in the first three months of 2014, and most of them – 947, were Syrians, said the executive director of the Asylum Protection Center Rados Djurovic, adding that the asylum system still does not work, and that the number of asylum seekers continues to grow from year to year.

"The fact is that the number of the people who are coming is rising. In the three months since the start of this year, 2,055 people sought asylum in Serbia, which is equivalent to one third of the total number of asylum seekers last year," Djurovic told at the conference about the crisis of the asylum system.

If the trend continues, around 6,000 people will reach Serbia by September, surpassing last year's total, he warned, adding that most of the asylum seekers came from Syria - 947, Afghanistan - 250, Eritrea - 237, Mali - 83, Somalia - 82 and Sudan - 70.

The Asylum Protection Center organized a roundtable called "Problems and Challenges in the Asylum and support to the reforms" in Belgrade on April 17th, 2014, as one of the final activities of the project "Improvement of the system of asylum protection in Serbia", financed by the European Union.

Verdict for smuggling Albanians across the Tisa

On April 14th, 2014 the Special Court in Belgrade has pronounced the verdict finding sentenced nine of the ten persons accused of smuggling the illegal immigrants, Albanians, from Kosovo and Metohija, over the Tisa River to Hungary on October 14th, 2009, when 15 illegal immigrants drowned in the accident.

Nine accused for criminal offenses of people smuggling and illegal crossing of the state border, were found guilty and sentenced to a total of 55 years in prison, and one was acquitted.

The Court pronounced the maximum sentence of ten years of imprisonment to the defendants Josip Djuraskovic and Sabehudin Arifi. The accused Goran Maravic was sentenced to a term of imprisonment of seven years, and Ridvan Destani was sentenced to six years and eight months. Dejan Bezeg was sentenced to six years. Defendant Ardin Iseni was sentenced to four years and eight months in prison, and Abedin Iseni to four years and four months. Atila Sipos was sentenced to three and a half years in prison and Jovanka Koledin to three-years, while Joso Karimovic was acquitted.

Migrants face 'living hell' in Greek detention

Migrants and asylum-seekers detained in Greece are being forced to endure deplorable conditions, often with devastating effects on their health, according to a report from aid agency Médecins Sans Frontières (MSF).

Doctors who have attended internment camps, police stations and coastguard facilities around the country described "a living hell" for thousands of immigrants denied fresh air, natural light and basic sanitation.

Public debate: "Asylum seekers in Banja Koviljaca - Challenges and Opportunities"

The Asylum Protection Center organized a public debate called "Asylum seekers in Banja Koviljaca - Challenges and Opportunities" in Banja Koviljaca on March 28th, 2014, as one of the final activities of the project "Improvement of the system of asylum protection in Serbia", financed by the European Union.

The purpose of the public debate was to gather actors of the asylum system at the local level, so that all together could emphasize important issues and problems of asylum in the local community and to have the opportunity to hear different views on the upcoming reforms of the asylum system.

The new Law on Asylum

How will the announced new Law on Asylum help to solve the problem of the increasing number of illegal migrants in Serbia? According to official data, the number of foreign nationals - migrants in our country was 77 in 2008, and by the end of 2013 that number rose up to 5, 065.

Unstable situation in some Asian and Middle Eastern countries suggests that this number will continue to increase. However, most of these people are not real asylum seekers, but the irregular migrants who do not intend to retain, but to continue their journey to the EU. Does Serbia have the institutional and organizational capacities to accept and to further distribute these people? How much resolving of this problem could be facilitated by opening of the Asylum Office, which has also been announced?

Another big problem for Serbia are our citizens or so-called false asylum seekers, who by seeking asylum in Western countries, abuse this possibility and make harm to the State. There are indications that this problem will be solved in the near future, after the German Ministry of Foreign Affairs files the initiative to declare Serbia and some other Balkan countries as "safe countries of origin".



The guests are Vladimir Bozovic, State Secretary in the Ministry of Home Affairs, Ivan Gerginov, assistant commissioner of the National Commission for Refugees and Migration and Rados Djurovic, executive director of the Asylum Protection Center.

Immigration in Serbia: Current state of affairs and perspectives, tolerance and integration

In recent years there has been a permanent increase in immigration flows to Serbia (without Kosovo and Metohija) from various sources. One part stems from massive returns of Serbian citizens from EU in line with the Readmission Agreement. On the other side, volume of asylum seekers has been multiplied, although they are in vast majority striving to reach European, i.e. Western countries. Regrettably Serbia has been spotted as a European hotspot when it comes of undocumented migration, including victims of human trafficking, females and minors.

Although demographic projections and experience of former socialistic countries indicate that in a long run, i.e. in decades to come, Serbia might face a transition from emigration to immigration, particularly with the accession to EU, it seems that it is necessary to require more visualization and sensitization of the phenomena in order to meet these social changes, with awareness that by the attraction of immigrants under the assumption of economic growth and stabilization of the political situation, not only to compensate for short-term the unfavorable demographic trends, but also to alleviate big economic dependence of the large population groups. The main idea of this paper is advocating for acceptance and support of immigration as one of the main strategies for social and demographic development, the goal which realization requests not only political will, appropriate institutional apparatus, but also changing attitudes and behavior of local population, their enhanced tolerance and readiness for common everyday living.

End of benefits for asylum seekers

German Ministry of Foreign Affairs started an initiative for Serbia, Macedonia, Bosnia and Herzegovina, Montenegro and Albania to be listed as "safe countries of origin". Asylum requests from this kind of countries are being processed in no longer than one week.

Since the beginning of the visa liberalization in 2009 and 2010, asylum seekers from Balkans have become a real problem for Germany. So called "fake asylum seekers" are increasingly becoming a burden on the state budget, while in some German municipalities thousands of Roma families come every fall to stay over for a winter.

"Germany is an open country, especially for people whose lives are at risk and for those who are discriminated based on their ethnicity, religion or sexual orientation. Last year, Germany had accepted 127,000 asylum seekers, which makes a quarter of all asylum seekers in the European Union, even more than the US, which is why no one can accuse Germany of not being sympathetic", says Stephan Meyer, a politician of the Christian Democrat Union.

Two Ukrainian citizens have sought asylum in Serbia

Since the beginning of the year two Ukrainian citizens have sought asylum in Serbia, while ten of them inquired about asylum conditions, says Rados Djurovic executive director of Asylum Protection Center.

Among them, he declares, there are some who have been in Serbia for a while now, but also, some who have arrived only recently, due to the tragic events in Ukraine.

"They are all scared for their future, examining under which conditions they can stay in Serbia, what will happen if they seek for asylum, will they be able to meet their friends, and whether they'll be safe to go back home if the situation in Ukraine gets better.

He also explained that among those who have applied for asylum or inquired about asylum conditions, there are people who came from Crimea, but also from Kiev and Donbas region, people with different orientations, some of them opposition supporters, while others pro-Russian oriented.

EU countries must share responsibility for refugees, Sweden insists

The Swedish minister for migration, Tobias Billström, has urged the European Commission to act against countries that do not follow EU rules when it comes to shared responsibility for accepting refugees. He said that 90% of asylum seekers in the EU are currently dealt with by only nine countries and they are now tired of this situation. Most of the migrants entering the EU via Greece and Italy, but only a few seek asylum in these countries and usually head straight north. From 80.000 Syrians who have sought protection in Europe more than 50,000 went to Sweden and Germany.

Cecilia Malmström, the European commissioner for home affairs, is currently investigating migration-related violations in 12 EU member states and is threatening to take the offenders to court unless there are improvements.

Swedish Minister for Migration said that he did not buy the argument from Italy and Greece that the financial crisis was preventing them from processing and accepting more refugees. "Let's not forget that a country like Italy is a G20 country", he said.

FRONTEX: Most persons entering the EU irregularly are Syrians

A new report by the EU border agency Frontex shows that most persons detected crossing irregularly into the EU between July and September 2013 were Syrians. Syrians also submitted more applications for asylum than any other nationality. According to the report, 13,963 Syrians submitted asylum applications in the third quarter of 2013, nearly double the number of applications in the previous quarter. More than two-thirds of the applications were submitted in Sweden, Germany and Bulgaria.

According to the report, there were in total 42,618 migrants detected crossing into the EU irregularly between July and September 2013 – almost twice the number in the same period in 2012. The agency underlines that there were more people detected crossing the EU maritime borders irregularly than during the height of the 2011 Arab Spring.

VOICES OF EUROPE UNITE TO HELP SYRIA’S REFUGEES

The European Council of Refugees and Exiles (ECRE) together with 100 partners in 34 countries has launched Europe Act Now (www.helpsyriasrefugees.eu) calling on European leaders to protect refugees fleeing the Syrian war.

To date, just 81,000 Syrians have sought protection in the EU, Norway and Switzerland; representing only 3% of the total number of people who have fled. With a death toll of 130,000 and refugee numbers expected to escalate to 4 million by the end of 2014, this war marks the greatest humanitarian crisis of our time.

Refugees have very few possibilities to travel to Europe safely and legally. Those who want to get to Europe put their lives in the hands of smugglers or face life-threatening journeys.

European leaders must provide greater access to Europe for Syria's refugees by relaxing visa restrictions, significantly increasing resettlement places above and beyond current national quotas and offering other forms of admission through embassies in the region.

2. Protect refugees arriving at Europe's borders

Lives are in danger at Europe's doorstep. Many refugees risk death attempting the treacherous journeys by land or by sea, only to be sent straight back as soon as they reach Europe's borders.

European leaders must put an end to all push-backs at the borders and ensure that people in distress are rescued. The people who survive the journey to Europe must be humanely treated and their need for protection must be fairly assessed.

3. Reunite families torn apart by crisis

Many families are divided by the war in Syria. Flight leaves families split, often leading to prolonged separation. Others, with family members in Europe, find themselves trapped in the midst of the crisis, prevented from reuniting with loved ones by complex visa and administrative procedures.

European leaders must work to reunite divided families, helping them to easily join loved ones in Europe. Family members should not be subjected to lengthy and difficult administrative processes.

 

Asylum seekers as their own

In hotel "Berlin" in Sjenica and the former administration building of complex "Jelak" in Tutin, specially adapted for the accommodation of asylum seekers, currently reside about 70 migrants from all over the world. All of them are fleeing from war and poverty and all have the same goal: reach Europe, preferably Scandinavia.

Trustee of the Commissariat for Refugees and Migration in Sjenica, Behudin Zekoc says that asylum seekers in this centers have decent housing, proper hygiene, necessary medical care, three meals a day and complete freedom of movement.

"Since the arrival of the first group who came here from other centers in Serbia, in early December 2013, we didn't recorded even the smallest incident. Inhabitants of Sjenica received them well, but from the first group that arrived remained only ten of them, mostly Africans", points out Zekic.

Uprava kriminalističke policije MUP-a razbila osmočlanu kriminalnu grupu

Srpska policija je 5.marta 2014. godine uhapsila osam članova jedne od većih kriminalnih grupa koja se bavila krijumčarenjem ljudi. Oni su, kako se sumnja, prokrijumčarili 10 imigranata iz Avganistana, preko Turske, Srbije i Mađarske do Austrije.

Akciju je sprovela Uprava kriminalističe policije (UKP) MUP Srbije, po nalogu Tužilaštva za organizovani kriminal, a u saradnji sa Upravom granične policije iz Beograda, Subotice, Novog Sada i Kikinde. Policijska istraga je vođena paralelno sa Nacionalnim istražnim biroom Mađarske, uz koordinaciju SELEC centra.

Hapšenja su usledila u sredu 5.marta 2014. godine, posle višemesečne razmene operativnih podataka i dokaza. Iza rešetaka su se našli Špend Molar Mačković (36) iz Kosovske Mitrovice, koji je označen kao organizator ove kriminalne grupe, Denis Drča (44) iz Zadra, organizator transporta, Nazmi Jakupi (52) iz Suve Reke, koordinator prihvata i Goran Bustruc (50) iz Stanišića, koji je bio prethodnica za vozače, takozvani čistač. Iza rešetaka su i Borislav Vidaković (25) iz Subotice, Miodrag Kojić (25), takođe iz Subotice i Dušan Petrović (29) iz Sente, koji su osumnjičeni za neposredno prebacivanje ljudi preko granice. Stojan Perić (29) iz Visokog je uhapšen kao vozač u ovoj grupi.

"Not everyone are racists in Serbia. Believe me: I was in Greece", says Marc from Congo on a fluent French. While standing in front of the hotel "Obrenovac", he recalls his trip into a "better life" and the time when he arrived here only a month ago. He was not here on November, 27, 2013 when 76 people like him were moved to Obrenovac from the sweep forests around Bogovadja. He heard for the protests that welcomed the bus with these people, but was not scared: he experienced all sorts of things while fleeing from central Africa.

Events during that period in Obrenovac faithfully reflect one of the problems of asylum seekers in Serbia: due to riots in North Africa and the Middle East there is more and more people from the south (from recently and from the east) every year who are crossing the Serbian border while traveling to Western Europe. According to the State, but also the international laws, Commissariat for the Refugees and Migration should provide them with shelter and food, and the Ministry of the Interior should conduct the asylum procedure for those who want refuge in Serbia. However, the situation is such that there are not enough facilities, money and manpower to properly care of this galloping increase in the number of migrants, and on this problem sometimes influence and leads it to a boiling point the reaction of the local population that is uneducated, unprepared, and often politicized (riots like these in Obrenovac, have already happened earlier in Banja Koviljaca, Vracevic village near Bogovadja and in Mladenovac).

Marc from Congo is satisfied regardless of all with what he got in Serbia: "It's great. Food, shelter, everything is better than in Bogovadja, and in relation to Greece is incomparable. The only thing I notice is that there is no job for the people who live here, so it is difficult to expect that it will be for us".

Although the economic crisis is evident at every Marc's step in Serbia, the importance of "asylum economy" is most evident precisely in Obrenovac. With sales growth of merchant and catering stores near the hotel, after a long period hotel "Obrenovac" has overcome its uncertain economic fate of the enterprise in reconstruction. Two-thirds of capacity are full for already three months. After eight months without a cent, 30 employees are receiving salary - regularly.

Panel: Asylum Crisis

At the panel of the Bioethics Society of Serbia - Asylum seekers in Serbia and Serbian asylum seekers in Europe, which will be held on February 21st, 2014 with the beginning at 7 PM at the Belgrade Youth Centre, will speak: Rados Djurovic, executive director of the Asylum Protection Center, Marijana Savic, director of the NGO Atina and Sena Maric, a researcher at the Asylum Protection Center.

For several years, Serbia has been a transit country in the chain of intercontinental migration from Africa and Asia to Europe, which caused a significant increase in the number of asylum seekers in the young asylum system in Serbia established in 2008. For the first time, citizens have met with strangers of other races, cultures and civilizations in the places where they live, or read in the media about immigrants who reside in the local communities in the interior of Serbia.

Bavaria for the new measures against asylum seekers from the former Yugoslavia

Bavarian Interior Minister Joachim Herrmann demanded from the federal government in Berlin to take measures to limit the number of asylum seekers from former Yugoslav countries and Albania. Herrmann said that there is a "mass abuse of the right to asylum", which must be limited and suggested abolition of the state aid for which, as he says, most of the asylum seekers from this region are coming to Germany. The Minister said that a huge number of requests for asylum from these countries harms asylum seekers from other parts of the world to whom protection is really needed.

"Because of their requests for asylum (people from the former Yugoslavia), the time of processing requests of people from countries in which you can actually talk about political persecution has increased significantly", said Herrmann.

In 2013 Serbia was in the first place on the list of countries from which came most asylum seekers to Germany, with 18,001 requests, which is an increase of 40 percent compared to 2012.

In fourth place on the list for 2013 is Macedonia with 9,418 requests for asylum (an increase of 36.7 percent), sixth is Bosnia and Herzegovina with 4,847 (an increase of 104.4 percent) and in seventh place is Kosovo with 4,423 requests for asylum (an increase of 74.5 percent).

In the south of Serbia captured about 7000 illegal immigrants

On territory of municipalities of Presevo and Bujanovac in the border area with Macedonia, 6000 illegal migrants were prevented from entering Serbia in 2013, and more 749 were caught in transit, said the Head of the Border Police for Foreigners in the Police Department Vranje, Boban Arizanovic.

On February 13, 2014 Arizanovic said that the largest number of illegal immigrants is prevented to enter at the border with Macedonia and administrative line with Kosovo, while a far smaller number of crossings is prevented at the border with Bulgaria.

"Along with migrants that were caught in the 'green line', more 749 illegal migrants were caught while they were 'in the canal' - because they illegally crossed the border and were in transit through the territory which is under the jurisdiction of the Police Department of Vranje. Against 81 offenders that were suspected for the transportation of these illegal migrants were filed 56 criminal charges in 2013", said Arizanovic.

According to him, although the lowest number of crossing attempts of illegal migrants was from the direction of Bulgaria, that number is doubled in 2013, while the illegal migrants coming from the direction of Greece, where there are, according to police data, about 100,000, trying to cross from the direction of the Macedonian border.

Serbia again first by the number of asylum requests filed in Germany

Ministry of Internal Affairs of Germany announced that, according to data released by the German Federal Office for Migration and Refugees on February 7th, 2014, Serbia again was the first in the total number of asylum applications in January 2014.

From a total of 14,463 applications for asylum in Germany in January of 2014, Serbian citizens filed 2 548 requests of which 1 776 for the first time, while the 777 were repeated requests.

Serbia also was first in December 2013 with 2 416 requests, as well as in November, with 2 613 requests for asylum.

Arrested for human trafficking

Police Department in Kragujevac announced that A.M. (28) from Vrnjacka Banja was arrested on suspicion of having committed the crime of human trafficking in Arandjelovac on February 11, 2014.

As stated in the announcement, A.M. was arrested in Arandjelovac when police stopped a Mercedes car in which were five foreign citizens, aged 20 to 30 years, four of which were from Eritrea and one from Somalia.

"There are grounds for suspicion that the A.M. was hired, by the unknown person, for 100 euros and paid costs of consumed fuel to transport five immigrants, who had illegally entered from Macedonia, from Bujanovac through the territory of the Republic of Serbia", said in a statement.

The chain of human trafficking, who have tried to reach some of the countries of Western Europe over the territory of Serbia, was cut by members of a police station in Arandjelovac.

On February 12, 2014 A.M. will be conducted to the deputy of the Basic Public Prosecutor in Arandjelovac with the criminal charges, and against five foreign citizens shall be initiated offense proceedings for illegal entry into the territory of Serbia, after which implementation will be undertaken measures envisaged by the Law on Foreigners.

European Parliament: Resolution adopted during plenary on undocumented women migrants in the EU

The resolution calls on EU Member States to distinguish immigration policies from the healthcare, education and prosecution of crimes against undocumented women migrants. Such a distinction would enable this group to access their fundamental rights regardless of their residential or legal status and to report abusers to the police without fearing arrest or deportation.

The resolution calls on Member States to ensure that undocumented migrant women have mechanisms available to introduce claims against abusive employers. Member States are asked to ensure that all migrant women who have been victims of abuse or gender-based violence, including migrant women exploited in the prostitution industry, are provided with protection and support and are granted asylum or residence permits on humanitarian grounds. The resolution covers the situation of undocumented migrant women in abusive situations who are denied access to women's shelters and the situation of women in detention centres for migrants. Member States are urged to fully investigate any claims of abuse made by detainees, and to find more humane alternatives to detention centres.

An open and safe Europe – what next?

Due to the expiration of the Stockholm Programme at the end of 2014, the European Council will adopt in June strategic guidelines indicating the way forward in the area of Justice and Home Affairs in the EU. In the context of the debate on the future of Home Affairs policies, EU Commissioner for Home Affairs Cecilia Malmström hosted the conference "An open and secure Europe-what next?" that was held on January 29th and 30th, 2014. This conference brought together representatives of Member States, Members of the European Parliament and national Parliaments, other EU Institutions, international organisations, civil society organisations...

One of the topics of the conference was the Legal Routes to Access Asylum in Europe.

Commissioner Malmström opened the conference by declaring that "we will need to step up our efforts to avoid last year's tragedy in Lampedusa from happening again. We need a Europe that is open to the world, a Europe that ensures the human rights of any individual fleeing conflict and persecution. Today asylum seekers have to rely far too often on traffickers in order to reach Europe. There are basically no legal ways to get to Europe. We need to reflect on how we can ensure a more orderly arrival of those people who have strong claims to reach Europe safely."

Cecilia Malmström: They want us to return visas

EU Commissioner for Home Affairs, Cecilia Malmström, on the return of the visa regime: SOME STATES HAVE ALREADY MENTIONED THE POSSIBILITY OF SUSPENSION.

The European Commission has not yet received a formal request from some of the member states for the suspension of visa-free regime that could be applied to Serbia. However, some EU countries have already informally discussed the possibility of suspension.

It has been said by Cecilia Malmström, EU Commissioner for Home Affairs, who also suggests to our government a series of moves so that Serbia would not again be surrounded by "Visa wall":

- We recommended Serbia in our last report to consider about taking certain measures in order to reduce the "factors of encouraging" of irregular migration, such as an increase of targeted assistance to the minority communities, especially Roma, acceleration the exchange of information and operational cooperation with the EU Member States and neighboring countries, the investigation about supporters of illegal immigration, improvment of border control in accordance with the fundamental rights of citizens and conducting campaigns to inform passengers of their rights and obligations.

Montenegro opens the first Centre for Asylum Seekers

Center for asylum seekers, as the first of its kind in Montenegro, is open in Spuz on February 3rd, 2014.

"Montenegro, as a country that borders with the European Union (EU), since Croatia joined the EU in mid 2013, became interesting for the asylum seekers. Therefore, we had to find the better way to solve the issue of asylum seekers", said Minister of Labour and Social Affairs, Predrag Boskovic.

The Minister reminded that the number of asylum seekers in Montenegro has risen sharply in recent years from only 9 in 2009 to 3500 in 2013.

Asylum crisis threatens again

All capacities in the centers for asylum seekers were filled at the end of January, 2014. Because of winter, refugees from Syria decide to stay longer in Serbia, and if we do not register them, they come in danger of becoming a victims of crime.

All capacities for the accommodation of asylum seekers in Serbia were filled by the end of last week, so our country has no more room for the reception of refugees from Syria, the Middle East and Africa, warned Rados Djurovic from the Asylum Protection Center (APC/CZA).

In the Annual Report for 2013 of the international organization Human Rights Watch about the situation of human rights in the member states of the European Union is stated that xenophobia, racism and discrimination still represent a serious problem in the European Union. Roma, migrants and asylum seekers are particularly marginalized.

In 2013, countries of the European Union have made final steps toward the creation of a Common European Asylum System with the adoption by the European Parliament in June, 2013, of an "asylum package", including recast versions of the Dublin regulation, the Asylum Procedures Directive and the Reception Conditions Directive. While the package contains certain improvements, it provides broad grounds for detention of asylum seekers, does not obligate member states to provide free legal assistance at first instance and fails to exempt especially vulnerable asylum seekers, including torture survivors and unaccompanied minors, from accelerated procedures.

Full capacities for the accommodation of asylum seekers

The Serbian Commissariat for Refugees and Migrations and the police organized an action between the night and morning on January 27th and January 28th, 2014, in which they accommodated around 150 asylum seekers who were outdoors, Commissariat's official Vladimir Cucic stated today.

He said that after the comprehensive action, probably all persons who spent the previous night outdoors, in the fields and woods, when the temperature was below zero degrees Celsius, were provided with shelter.

Cucic said that some of the foreigners were accommodated in the asylum centers and other facilities in Bogovadja, Obrenovac, Tutin and Sjenica, while the ones who did not have a proper asylum status were transferred to the Padinska Skela center so that their identities could be determined.

He also warned that the centers for asylum seekers are full and that there is room for the urgent accommodation of maybe 20 more refugees mainly from the African and Asian countries.

New problems for asylum seekers in Serbia. Because of tuberculosis, asthma and frostbite, three asylum seekers were admitted in Valjevo hospital after they spent the night in the woods near Bogovodja. These are asylum seekers who willfully left the accommodation in the Asylum Center in Tutin.

Condition of persons who were brought and placed in Valjevo hospital

The first person from Eritrea has frostbite on his hands and feet - he is feeling well, has no amputations, has received proper medication. He have a paper-confirmation of intent to seek asylum.

The second person refuses to say where he is from, has no confirmation of intent for asylum, has a high fever and he is on Infections Department.

The third person refuses to say where he is from, has no confirmation of intent for asylum, has tuberculosis, has received proper medication and is located on the Pulmonary Department.

Asylum seekers in the hospital due to frostbite

Three asylum seekers due to tuberculosis and frostbite, after spending a night in the woods outside the Asylum Center in Bogovadja, have been admitted to the Valjevo hospital on January 28th, 2014.

The Serbian Commissariat for Refugees said that Asylum Center in Bogovadja has enough room, and that the asylum seekers in question "were most likely the ones who were previously in the Center in Tutin, but left of their own accord and headed toward Bogovadja on foot."

On the Pulmonary Department of Valjevo hospital is placed asylum seeker from Somalia, a young man whom the doctors confirmed the diagnosis of tuberculosis and his condition is currently stable. Another asylum seeker, who was admitted with fever and symptoms of general weakness, is currently under observation on the Infections Department. They both said that they were walking by foot on the frost, until they reached Bogovadja and that they "spent a while" in the woods.

Sabri from Eritrea is recovering from the frostbite on his hands and feet on the Surgical Department of Valjevo hospital. He says that he spent one night under the open sky in a forest near the camp in Bogovadja.

Bogovadja: Asylum seekers still living in the woods

The first days of 2014 have shown that Serbia is still a country of transit for a large number of asylum seekers, mainly from Syria, but also from Eritrea, Sudan and Somalia.

Due to the lack of accommodation in the existing asylum centers, the new centers for asylum seekers were recently opened in Sjenica and Tutin.

Bogovadja, a place that was only two months ago on the focus of public attention because of the protests of residents. The reason for that was the large inflow of asylum seekers in the local Asylum Center. But, by the force of circumstances, asylum seekers are hiding again in the woods of Bogovadja.

Police of Nis discovered 22 foreigners without travel documents

On January 21st, 2013, police of Nis has discovered 2 vehicles with 22 illegal migrants from Eritrea, Afghanistan and Syria, and has arrested one person on suspicion of having committed the criminal offense of illegal border crossing and people smuggling, announced the Police Directorate in Nis.

Banja Vrujci: Protest because of asylum seekers

On January 22nd, 2014, residents of Banja Vrujci, revolted by the akt of asylum seekers, blocked the road Mionica - Ljig for one hour. Asylum seekers have found accomodation in one of the villas in Banja without informing one of the reception centers about it. Police has conducted asylum seekers to the reception centers in Padinska Skela and Bogovadja.

After they have applied for asylum in the police department in Valjevo, 19 asylum seekers have found accommodation in one of the villas in Banja Vrujci by themselves, without informing any reception center about it. Revolted by that act, residents organized a protest.

"We have nothing against them, but it is not right that they are coming here and make asylum center because this is a tourist place", said Zeljko Milovanovic, president of the local community Banja Vrujci.

Members of the Police Department in cooperation with the Border Police have conducted these 19 asylum seekers to the reception centers in Padinska Skela and Bogovadja because they did not have adequate confirmations that they were requested accommodation in any asylum center in Serbia.

In the Commissariat for Refugees and Migration said that there is enough room for all asylum seekers.

Stanje sa izbeglicama u Bugarskoj

Prema UNHCR-u u Bugarskoj se sredinom januara 2014. godine nalazilo preko 9 300 tražilaca azila i izbeglica. UNHCR je pokrenuo akciju da zemlje Evropske unije na određeni period suspenduju Dablinsku regulativu po kojoj bi se zabranio povratak tražilaca azila nazad u Bugasku usled jako loših uslova za tražioce azila u toj zemlji.

Prema Državnoj agenciji za izbeglice Bugarske, u Bugarskoj je trenutno smešteno preko 9 386 tražilaca azila i izbeglica od čega oko 4 725 boravi u 7 centara za smeštaj tražilaca azila, a 4 569 boravi u privatnom smeštaju. Preliminarne statistike za 2013. godinu pokazuju da je u Bugarskoj u 2013. godini ušlo oko 6 600 Sirijaca, dok su na drugom mestu Avganistanci, njih preko 2 000.Velika većina njih je i zatražila azil u Bugarskoj.

Ponovo protest zbog azilanata

Zbog dolaska 30 azilanata u privatnu kuću u Gornjoj Toplici, meštani su za sredu, 22. januar 2014. godine, najavili protest, uz blokadu puta Mionica-Ljig.

Kako je reklo nekoliko meštana Gornje Toplice i obližnje Banje Vrujci, 30 azilanata smešteno je u jednu privatnu kuću pored puta Toplica-Vrujci, iako ima mesta u Prihvatnom centru u Bogovađi, kod Lajkovca.

Taj meštanin je izdao kuću Komesarijatu za izbeglice po ugovoru sličnom onom iz sela Vračević u lajkovačkoj opštini, gde su tokom 2013. godine i 2014. godine bili azilanti iz Azije i Afrike za koje tada nije bilo mesta u Bogovađi i Banji Koviljači.

Meštani su uputili apel lokalnoj vlasti Mionice i državnim organima Srbije da "zaustave dalji dolazak azilanata, jer se radi o turističkom mestu koje ne sme biti pretvoreno u centar za azilante".

"Lokalna vlast pravda sebe i pere ruke tako što tvrdi da nije umešana. Podatak iz UNHCR upućuje na to da Policijska uprava u Valjevu ne može upućivati azilante na druge destinacije ako ima mesta u Prihvatnom centru, a u Bogovađi trenutno ima 80 slobodnih mesta", rekla je meštanka Radmila Krstić.

Ranije je objavljeno da mesta za smeštaj azilanata ima i u novootvorenim centrima u Sjenici i Tutinu, gde su tražioci azila za koje nije bilo mesta u Bogovađi i Banji Koviljači.

Podsetimo, krajem novembra 2013. godine protestovali su meštani nekoliko sela kod Obrenovca koji takođe nisu želeli da im azilanti postanu komšije. Oni su organizovali blokadu puta, a zapaljena je i jedna baraka u koju je trebalo da budu smešteni azilanti.

Građani se solidarišu sa tražiocima azila

Dok se talas emigranata koji prolaze kroz Srbiju povećava, Savet Evrope vrši pritisak da se sistem za azil ojača.

Komesar Saveta Evrope za ljudska prava, Nils Muižnijeks, rekao je u decembru 2013. godine da je „video znake trenutnih napora srpskog sistema za azil" tokom svoje novembarske posete prihvatnom centru u Bogovađi, jednom od dva centra za azilante u Srbiji. „Potrebni su dodatni napori da bi se osiguralo da se ljudska prava svake osobe kojoj je potrebna međunarodna zaštita u potpunosti poštuju i štite", kaže Muižnijeks.

Oko 4000 tražilaca azila iz Sirije, Somalije, Eritreje, Avganistana i Pakistana prošlo je 2013. godine kroz Srbiju na putu za zapadnu Evropu. 

Dva centra za azilante u Srbiji, u Bogovađi i Banji Koviljači, su tokom novembra 2013.godine bili puni, pa zbog toga emigranti utočište tražili na ulicama i u šumama. 

Mnogi građani pomažu tražiocima azila nudeći im odeću, novac, hranu i drugu pomoć. 

„Građani nas zovu i pitaju nas šta mogu da urade. Iako je ekonomska situacija u Srbiji strašno loša, to nije prepreka za građane da podele šta imaju i da pomognu", kaže Radoš Đurović, izvršni direktor Centra za zaštitu i pomoć tražiocima azila.

Božović o problemu azilanata iz Srbije

Od 2011. godine sa granice vraćeno 6.300 ljudi koji nisu ispunili uslov za izlazak iz Srbije, a odbijeno je više od 98% zahteva za azil koje su podneli naši državljni izjavio je državni sekretar MUP-a, Vladimir Božović, razgovarajući o problemu takozvanih "lažnih azilanata" sa oficirom za vezu Savezne policije u nemačkoj ambasadi u Beogradu, Peterom Banovskim i prvom sekretarkom Političkog odeljenja ambasade, Sonjom Bon.

On je rekao da je od uvođenja Uredbe o bližem uređivanju načina vršenja ovlašćenja policijskih službenika granične policije i dužnostima lica koja prelaze državnu granicu juna 2011.godine sa granice vraćeno 6.300 ljudi, a da "nije podneta nijedna pritužba ili predstavka od tih lica". Božović je kazao da do sada odbijenih više od 98 odsto zahteva za azil, koje su podneli državljani Srbije, uglavnom pripadnici romske i albanske nacionalne manjine, potvrđuje da nije reč o političkom progonu, već o zloupotrebama prava na azil, saopštio je MUP.

Vraćeno 600 azilanata

U drugoj polovini 2013. godine značajno je uvećan broj pokušaja ilegalnog prelaska granice sa Bugarskom preko Stare planine. Načelnik Pogranične policije na delu granice ka Bugarskoj, Nenad Vučić, precizira da su patrole Pogranične policije u tom periodu duž granice sa Bugarskom sprečile 600 osoba da ilegalno pređu granicu u tom periodu i još 200 osoba na teritoriji opština Pirot i Dimitrovgrad.

Opustela staroplaninska sela u zabrđu dimitrovgradske opštine: Radejna, Smilovci, Mojinci, Mazgoš, Brebevnica, ali i ona iza masiva Vidlič, kao što su Veliki i Mali Krivodol, pa i Vlokovija, tik uz granicu sa susednom Bugarskom sve češće se pominju u izveštajima pogranične policije, koja je od 2007. godine zamenila graničare, odnosno vojsku.

Božović: Neophodna Kancelarija za azil

Predložićemo izmenu Zakona o azilu koji će predvideti preciznija rešenja u pogledu rokova podnošenja zahteva za azil, kao i formiranje Kancelarije za azil, koja zakonski postoji, ali je u praksi nema, rekao za RTS državni sekretar u MUP-u Vladimir Božović.

Srbija priprema izmene nekoliko zakonskih rešenja, pre svega Zakona o azilu i radi na jačanju kapaciteta države u toj oblasti, izjavio je državni sekretar u Ministarstvu unutrašnjih poslova Vladimir Božović, koji predsedava Projektnom grupom za analizu situacije u oblasti migracija.

Govoreći o novoformiranoj grupi, Božović je rekao da će ona imati kapacitet da "analizira kompletnu situaciju u toj oblasti", tim pre što su još pridodate i članice koje nisu u njenom formalnom sastavu: predstavnici UNHCR-a, Komesarijata za izbeglice i migracije, Delegacije Evropske komisije, Kancelarije Ujedinjenih nacija i tri vodeće nevladine organizacije.

Grčka će predložiti raspodelu azilanata unutar EU

Grčka koja predsedava EU u prvoj polovini 2014.godine namerava da predloži da se osobe koje traže azil raspodele po zemljama Unije, rekao je grčki ministar za javni red i civilnu zaštitu, Nikos Dendijas. To pitanje je kamen spoticanja između članica na jugu i onih na severu EU, a većina zemalja ne želi da menja sadašnje propise koji predviđaju da se zahtev podnosi samo u zemlji u koju je osoba prvo došla. Prema podacima evropske službe za statistiku Eurostat, u EU je u periodu od oktobra 2012. godine do oktobara 2013. godine bilo više od od 400 000 zahteva za azil, uključujući i nove zahteve. Najviše zahteva u tom periodu je registrovano u Nemačkoj, a po broju zahteva su prednjačili građani Rusije.

"Predložićemo da se pokrene rasprava o uveđenju klauzule o raspodeli tražilaca azila i imigranata iz trećih zemalja koji ne mogu da se vrate u domovine", rekao je 9. januara 2014.godine Dendijas na konferenciji za novinare.

Stupio na snagu mehanizam za uvođenje viza

Stavljanje Srbije na listu sigurnih zemalja smanjuje broj zahteva za azil, ne i odlaske. Vraćaju se kući, pa pokušavaju da odu u drugu zemlju ili u istu, ali na crno.

Mehanizam za moguće hitno vraćanje viznog režima na šest meseci stupio je na snagu 9.januara 2014.godine. Takozvana suspenzivna klauzula ubuduće će omogućiti članicama EU da po skraćenoj proceduri zatraže uvođenje viza za zemlje iz kojih je povećan priliv azilanata, među kojima je i Srbija.

Mada je broj osoba koje traže azil iz naše zemlje, prema rečima Nenada Banovića, predsednika Komisije za praćenje bezviznog režima, prošle godine bio manji nego pretprošle, u pojedinim zemljama on je drastično porastao. Tako je u Nemačkoj, posle odluke tamošnjeg Ustavnog suda da se poveća pomoć koju dobijaju svi koji apliciraju za azil, broj podnosilaca zahteva veći za 1 200.

Za razliku od Nemačke, u Švajcarskoj se broj azilanata iz Srbije u 2013.godini šest puta smanjio, jer je ova zemlja svrstala Srbiju u sigurne zemlje. To znači da se o zahtevima za azil odlučuje po hitnom postupku, a ne za pola godine, pa oni ne mogu tamo da prezime od socijalne pomoći.

Po zvaničnim državnim podacima, od uvođenja bezviznog režima 2009.godine, u četiri zemlje EU plus Švajcarska (bez Danske), azil je zatražilo njih 49.835. Samo prošle godine, do decembra 2013. godine, broj azilanata je dostigao 12.173 u pet zemalja EU (Nemačka, Švedska, Luksemburg, Belgija i Danska) i u Švajcarskoj.

Da bi sprečile dalji rast broja onih koji traže azil i smanjile mogućnost da nam ponovo bude uveden vizni režim, srpske vlasti su najavile i pooštrenu kontrolu na graničnim prelazima.

"Svaki državljanin mora, osim putne isprave, da ima i zdravstveno osiguranje, sredstva za izdržavanje, pozivno pismo ili vaučer turističke agencije i povratnu kartu " navodi Nenad Banović, predsednik Komisije za praćenje bezviznog režima.

Radoš Đurović, izvršni direktor Centra za zaštitu i pomoć tražiocima azila, smatra da najavljene oštrije mere ograničavaju slobodu kretanja.

"Do kraja godine u Srbiji će azil tražiti više od 5 000 ljudi, a većina njih iz svojih država beži zbog oružanih sukoba, pa Srbiju vide samo kao prelazno rešenje na putu ka Zapadu", rekao je 27.decembra 2013.godine izvršni direktor Centra za zaštitu i pomoć tražiocima azila, Radoš Đurović.

"U kontekstu skorašnjih zbivanja, pre svega postojeće azilne krize u Srbiji, ali isto tako i problema naših državljana koji traže azil u zemljama Zapadne Evrope, Centar za zaštitu i pomoć tražiocima azila je u poslednja četri meseca sproveo istraživanje koje je podržala Švajcarska agencija za razvoj i saradnju. Cilj istraživanja je da da se javnosti prikažu potrebe i profil ljudi iz obe grupe migranata" izjavio je Đurović.

Okrugli sto u Beogradu- Prezentovanje istraživanja „Tražioci azila u Srbiji i tražioci azila iz Srbije“

Posle Vranja i Novog Pazara, u Beogradu je 23.decembra 2013.godine održan treći okrugli sto u okviru istraživačkog projekta „Tražioci azila u Srbiji i tražioci azila iz Srbije" koji finansira Švajcarska agencija za razvoj i saradnju. Učesnici, među kojim su bili predstavnici Komesarijata za izbeglice i migracije, Ministarstva rada zapošljavanja i socijalne politike, predstavnici nevladinih organizacija, službenici Crvenog krsta i drugih relevantnih organizacija koji rade sa marginalizovanim grupama, su razmenili svoja iskustva i ideje u vezi sa formiranjem preporuka za rad sa ovim grupama ljudi, tražiocima azila u Srbiji i državljanima Srbije kojima je odbijen zahtev za azil u nekoj od evropskih zemalja.

Okrugli sto u Vranju- Prezentovanje istraživanja „Tražioci azila u Srbiji i tražioci azila iz Srbije“

U okviru istraživačkog projekta „Tražioci azila u Srbiji i tražioci azila iz Srbije" koji finansira Švajcarska agencija za razvoj i saradnju, u Vranju je 18.decembra 2013.godine održan okrugli sto sa relavantnim akterima koji rade sa povratnicima - srpskim građanima koji su tražili azil u evropskim zemljama iz Vranja i Bujanovca, među kojima su predstavnici lokalnih vlasti, poverenica za izbeglice, službenicima centara za socijalni rad, službenici nevladinih organizacija, sa ciljem razmene ideja, pogleda i iskustava sa terena u radu sa ovim grupama ali i formiranje preporuka u pogledu efikasnog kratkoročnog i dugoročnog rešavanja problema tražilaca azila u i van Srbije.

Azilantska kriza

Ugrožavanje bezbednosti meštana, narušavanje energetske sigurnosti, pa čak i pretnja razvoju turizma na Kosmaju. Sve to su bili argumenti zbog kojih su u različitim opštinama u Srbiji azilanti odbijeni i vraćeni u prepuni Centar. Ili u šumu blizu Centra.

Zamišljeno je da trajno rešenje bude smeštaj azilanata u kasarni u Maloj Vrbici. Ali, i tamošnji meštani nisu saglasni sa idejom da dobiju nove komšije. Imaju li prava da blokiraju ulaz u kasarnu i protive se odluci Vlade? Imaju li prava da, protiveći se smeštaju azilanata, blokiraju put? Imaju li razloga da strahuju od azilanata u svom kraju?

Koncert benda sHpiritus mOvens za azilante na Međunarodni dan ljudskih prava

Beogradski bend sHpiritus mOvens nastupiće u utorak 10. decembra u 17.30 časova u hotelu Obrenovac u kojem su smešteni azilanti. Ovaj nastup se organizuje sa idejom da članovi sastava sHpiritus mOvens izvedu neke od pesama iz svog opusa za publiku koju će činiti azilanti, ali i da ih u neformalnoj atmosferi podstaknu da im se priključe na bini i Međunarodni dan ljudskih prava provedu u prijatnoj atmosferi.

Slobodan Manojlović, forntmen benda, kaže da je sastav došao na ovu ideju želeći da ljudima iz Avganistana, Pakistana i ostalih zemalja ponudi nešto od sadržaja koji im zbog uslova u kojima azilanti žive svakako nedostaje. Već nekoliko nedelja različiti ljudi dobre volje prikupljaju hranu i odeću za azilante, a ideja ove akcije jeste druženje sa azilantima i pokušaj da se sa njima stupi u kontakt kroz univerzalni jezik muzike.

Akcija se organizuje uz podršku Inicijative mladih za ljudska prava i Centra za zaštitu i pomoć tražiocima azila APC/CZA.

Mladenovac –Ne žele centar za azilante u Maloj Vrbici

Meštani sela Mala Vrbica kod Mladenovca blokirali su put na 15 minuta da bi pokazali da se protive preuređenju bivše kasarne u centar za prihvat azilanata. Na njihovoj strani je i opština koja upozorava da bi dolaskom azilanata bili narušeni turistički potencijali Mladenovca dok sami meštani poručuju da azilanti u njihovom mestu u svakom slučaju nisu dobrodošli.

 

Osuda protesta u Maloj Vrbici protiv smeštanja azilanata

Oštro osuđujemo ponašanje predsednika Opštine Mladenovac i pojedinaca koji su danas protestvovali protiv smeštanja azilanata u objekat u Maloj Vrbici.

Napominjemo da je današnji protest rezultat organizovanog delovanja Opštine i pojedinaca u cilju manipulacije građanima i sprečavanja sprovođenja odluke Vlade Republike Srbije da se u Maloj Vrbici organizuje centar za azil.

Jutros su u Mladenovcu osvanuli plakati za otpor azilantima koji su pozvali sve građane Mladenovca na protest u Maloj Vrbici. Ceo protest je podržao predsednik Opštine koji je putem lokalnih sredstava informisanja građanima Mladenovca predočio da će prirodni resursi biti uništeni, da će poljoprivreda i voćarstvo biti ugroženi smeštanjem azilanata u budući centar za azil u Maloj Vrbici, dok je lokalna televizija pozvala građane na protest i obavestili o organizovanom prevozu građana autobusima iz Mladenovca do Male Vrbice na protest.

Imajući u vidu navedeno, napominjemo da su se ispunili elementi krivičnog dela izazivanja panike i nereda i pozivamo javno tužilaštvo da preduzme sve mere u okviru svoje nadležnosti kako bi se stalo na put izazivanju panike, predrasuda, izazivanju ksenofobije građana Male Vrbice i Mladenovca.

Smatramo da ovakvo neodgovorno ponašanje u cilju ostvarivanja političkih i drugih interesa izaziva dalekosežne negativne posledice u lokalnoj sredini i srpskom društvu u celini, a koje dovode do rasta predrasuda, diskriminacije, mržnje i širenja zabluda o izbeglicama i tražiocima azila.

Nedopustivo je i nemoralno suprostavljanje svakom nastojanju da se ovako ozbiljan humanitarni problem reši u skladu sa humanim vrednostima savremenog sveta i srpskog društva i u skladu sa Ustavom i našim pozitivnim propisima.

 

Azilanti smešteni u Sjenici

Većina azilanta koji su bili smešteni u kućama u selu Vračevići, kod Bogovađe, 8.decembra 2013.godine su prebačeni u Sjenicu. Radi se o više od 100 ljudi, najviše iz Sirije i Avganistana.

Ostatak će biti smešten u Tutinu, najkasnije do kraja nedelje, izjavio je direktor Komesarijata za izbeglice i migracije, Vladimir Cucić.

Prema njegovim rečima, lokalna samouprava i žitelji Sjenice su učinili sve da prihvat azilanata protekne kako treba, dodavši da će problem smeštaja azilanata van centara za azil praktično biti rešen kada prestala grupa azilanata bude smeštena u Tutinu.

"U ovom momentu, kada je reč o Vračevićima, ostao je veoma mali broj ljudi i to najviše po vikendicama. Onog momenta kada Tutin bude u prilici da pusti te kapacitete, a mi računamo da će to biti do kraja nedelje, tog momenta ćemo mi da završimo i sa premeštajem za Tutin", rekao je Cucić.

On je dodao da je opština Sjenica obezbedila adekvatan smeštaj azilantima.

„Kada vam lokalni lider priča da će stranci doneti nekakvu epidemiju, da će silovati naše najbliže i da će preplaviti Srbiju – to je jasno širenje ksenofobije i netrpeljivosti", priča za DW aktivista Radoš Đurović.

Srbija je jedna od zemalja na putu izbeglica iz Afrike i Azije ka Evropskoj uniji. Međutim, te ljude u Srbiji ovih dana dočekuje ksenofobija, meštani sela u kojima vlada predlaže privremeni smeštaj traktorima blokiraju puteve i sprečavaju isporuku hrane. Ni traga od hvaljenog srpskog gostoprimstva, ni traga od plana države, koja kao da je iznenađena dolaskom izbeglica i dolaskom zime, perioda kada ovim ljudima očajnički trebaju krov nad glavom, ćebad, lekovi i hrana. O ovom problemu razgovaramo sa Radošem Đurovićem, izvršnim direktorom Centra za zaštitu i pomoć tražiocima azila.

DW: Država Srbija ima samo dva centra za azil, u Banji Koviljači i Bogovađi. Ukupno tu ima mesta za manje od 300 potražilaca azila... u prevodu, ovde ne može da se smesti ni deset odsto ljudi koji traže azil?

Radoš Đurović: U pravu ste. Broj tražilaca azila u Srbiji je trenutno nešto iznad 4.000, od toga je 1.000 Sirijaca, 500 ljudi iz Eritreje, 450 iz Somalije. Njihov put vodi uglavnom preko Turske do Grčke i Bugarske, a mi smo onda druga ili treća stanica ka zapadu Evrope. Nisu svi oni istovremeno u Srbiji, brzo dolaze i odlaze, ali nama ovde ostaje hroničan problem smeštaja. Za taj problem je javnost davno trebalo da sazna, a država da proširi kapacitete onako kako su to uradile ostale zemlje regiona, znajući za krizu u Siriji i veliki priliv izbeglica.

Problem je tek sada došao do Vlade u Beogradu, kažu, ide zima pa treba što pre smestiti ljude negde. Međutim, koliko znam, zima dolazi svake godine, zašto se problem tek sada rešava?

Državni organi se nisu angažovali da reše problem na vreme – a ovo nije samo problem Komesarijata za izbeglice, nego i Odseka za azil MUP-a, kao i zdravstvenih i socijalnih službi. U pitanju je odsustvo planiranja i procene, šta se zapravo dešava u zemljama iz kojih ljudi dolaze. Signali su bili jasni, već godinama se rapidno povećava broj tražilaca azila i država je morala da pretpostavi da će doći još ljudi i da unapred pripremi smeštajne kapacitete.

Đurović: Predrаsude o аzilаntimа se podstiču

Rаdoš Đurović iz Centrа zа zаštitu i pomoć tražiocima аzilа ocenio je dа su nedаvni protesti protiv аzilаnаtа u Obrenovcu, kаo i neki prethodni slučаjevi, dokаz ksenofobije, аli i posledicа podsticаnjа predrаsudа među grаđаnimа iz nekih lokаlnih političkih krugovа. Đurović je u emisiji "Jedаn nа jedаn" Rаdio-televizije Vojvodine kritikovаo i držаvnu vlаst zbog neаdekvаtne reаkcije nа ovаkve slučаjeve, kаo i zbog neblаgovremenog delovаnjа.

"Ako grаdonаčelnik kаže dа je rаzlog tаkvog ponаšаnjа grаđаnа strаh dа neko od аzilаnаtа ne uđe u Termoelektrаnu Obrenovаc, on zloupotrebljvа situаciju, jer time izаzivа strаh i pаniku...A desilo se zаprаvo dа je neko iz domаće sredine zаpаlio bаrаke. Zаto su ovi incidenti u Obrenovcu velikа srаmotа i zа lokаlnu zаjednicu i zа celo društvo", istаkаo je Đurović.

BEOGRAD - Vlada Srbije je na današnjoj sednici najoštrije osudila ispoljeno nasilje i podmetanje požara u objekat namenjen za smeštaj tražilaca azila u Obrenovcu i odredila objekte za njihov privremeni smeštaj.

Vlada je odredila objekat Preduzeća za pružanje ugostiteljskih usluga i trgovinu SAVA -TENT u Obrenovcu, u ulici Miloša Obrenovića 189, za privremeni smeštaj i obezbeđivanje osnovnih životnih uslova licima koja traže azil u Republici Srbiji. Tražioci azila biće smešteni i u objekte na teritoriji opština Sjenica i Tutin, na osnovu saglasnosti dobijenih od tih opština.

Vlada je tražioce azila oslobodila obaveze plaćanja boravišne takse, saopštila je vladina Kancelarija za saradnju s medijima. Vlada je zadužila Komesarijat za izbeglice i migracije, nadležna ministarstva i lokalne samouprave da sprovedu ovaj zaključak i obezbede neophodan smeštaj tražiocima azila i pruže im krov nad glavom.

Drama kod Obrenovca okončana je smeštajem azilanata u hotel.

Celodnevna drama azilanata iz Avganistana, Pakistana i drugih država, kojima grupa meštana nije dozvolila da se usele u barake nedaleko od Obrenovca, okončana je noćas tako što su privremeno smešteni u hotel "Obrenovac".

Kako je Tanjugu izjavio državni sekretar u Ministarstvu unutrašnjih poslova Vladimir Božović, ovo rešenje, kao jedino moguće da se azilanti koji su ceo dan proveli u autobusu zbrinu i sklone sa hladnoće, pronađeno uz konsultacije sa premijerom Ivicom Dačićem i prvim potpredsednikom Aleksandrom Vučićem.

Božović koji je sinoć bio na licu mesta i posredovao u rešavanju problema rekao je da su azilanti uz pomoć policije i ljudi iz Komesarijata za izbeglice i uz pomoć odgovornih iz hotela u Obrenovcu dovezeni i smešteni u hotel koji je pretvoren u prenoćište.

Roadblock because of asylum seekers

Residents of the village Skela blocked the road at Obrenovac on November 27th, 2013, after arrival of 2 buses with asylum seekers for which there was no room in the Center for asylum seekers in Bogovadja.

The president of the local community, Zivota Mircetic, confirmed the information that dissatisfied residents blocked the road.

Let us remind, on November 25th the Serbian government has decided that about 200 asylum seekers from the Centre for asylum seekers in Bogovadja, which is overcrowded, should be placed in the workers barracks near Obrenovac.

However, local residents of Usce and Skele, as well as their leadership, oppose that decision and do not want a new asylum center near them because, as they say, they are in fear for their safety and the safety of their children.

Government: Temporary accommodation for asylum seekers in Obrenovac

On November 25th, 2013, Serbian government designated a facility in Obrenovac in the Poljacki kraj bb – Usce street to serve for temporary accommodation and provision of basic living conditions for persons seeking asylum in Serbia, until the former military complex – barracks "Mala Vrbica" in Mladenovac is put into operation and completely converted into an asylum centre.

According to the Government Office for Cooperation with the media, at today's session , the government tasked the Commissariat for Refugees and Migration to provide a temporary accommodation and basic living conditions for persons seeking asylum in Serbia in the Obrenovac facility.

The European Commission indirectly warned Greece and Bulgaria to stop turning down Syrian refugees at their borders with Turkey, after the UN issued a similar call just a few days before. Greece and Bulgaria not only do not receive refugees from war-torn Syria, but also raise fences on the "critical" parts of the border. The Commission said that each member alone can choose how to guard the border and say that lifting the walls does not solve the problem and that the border protection must be in accordance with international and European law.

On November 15th, 2013, the UN High Commissioner for Refugees, António Guterres, called on Greece and Bulgaria to stop turning back Syrians fleeing their war-ravaged homeland.

Azilanti u šumi, stanovnici u strahu

Država mora hitno da reaguje i reši humanitarnu krizu u Bogovađi gde oko trista tražilaca azila lutaju kao "senke" po mestu, po šumi, njivama, bez elementarnih uslova za život, što stvara strah kod lokalnog stanovništva koje protestuje zbog ove situacije, upozorio je danas izvršni direktor nevladine organizacije Centar za zaštitu i pomoć tražiocima azila Radoš Đurović.

 On je, na konferenciji za novinare, rekao da je neophodno odmah osnovati u Srbiji više manjih centara za prihvat azilanata, kao i da se ubrza procedura kako bi se videlo ko zaista traži azil, a kome to služi samo da bi otišao u neku drugu zemlju, jer je za takve predviđena drugačija procedura, odnosno deportacija.

Prema rečima Đurovića, zahtev Vladi da brzo reaguje predstavlja zaključke sa okruglog stola koji je u organizaciji Centra za zaštitu i pomoć tražiocima azila održan sa predstavnicima lokalnog nivoa - policije, Doma zdravlja, škole, Centa za azil, mesne zajednice i roditelji dece koja zbog ovakve situacije ne idu u školu.

Diskusija (Okrugli sto) azilnih aktera i profesionalaca na lokalu u Lajkovcu

U Lajkovcu je 15.novembra 2013. godine održana diskusija (okrugli sto) u organizaciji Centra za zaštitu i pomoć tražiocima azila (APC/CZA) u okviru projekta „Unapređenje sistema azilantske zaštite u Srbiji" finansiranog od strane Evropske unije.

Diskusija je organizovana zbog sve većeg broja migranata u Bogovađi i nedovoljnih kapaciteta za njihov smeštaj u Centru za azil u Bogovađi.

Učešće u diskusiji su uzeli svi akteri sa lokalnog nivoa koji su uključeni u rad sa tražiocima azila između ostalog predstavnici policije (PS Lajkovca i PU Valjeva), Doma zdravlja u Lajkovcu, Osnovne škole u Lajkovcu, Centra za azil u Bogovađi, Centra za socijalni rad Lajkovac, lokalnih organizacija, mesne zajednice Bogovađa, kao i predstavnici roditelja dece koji zbog situacije u Bogovađi nisu išli u školu.

Radio emisija Talasanje- Tema protest u Bogovađi

Posle Banje Koviljače, Aleksinca, Mladenovca, Subotice.. sad i meštani Bogovađe protestvuju zbog sve većeg broja azilanata koji borave u Centru, ali i van njega. Žitelji Bogovađe kod Lajkovca, kažu da su im ugroženi lične bezbednost, imovina i zdravlje. Traže hitnu reakciju države i u znak protesta ne šalju decu u školu.

U čemu je problem govorili su predsednica Mesne zajednice Bogovađa, Dragana Lončar, a o tome da li postoji sistemsko rešenje za azilante u Srbiji govorili su Ivan Gerginov, pomoćnik komesara Republičkog komeserijata za izbeglice i Radoš Đurović iz Centra za zaštitu i pomoć tražiocima azila.

Bojkotovali nastavu zbog azilanata

Đaci osnovne škole u Bogovađi, kod Lajkovca, 12. novembra 2013. godine su bojkotovali nastavu zbog nerešenog statusa oko 500 azilanata iz azijskih i afričkih zemalja u tom selu. Kako su javili lokalni mediji, bojkot su organizovali njihovi roditelji, koji su zajedno sa meštanima Bogovađe i okolnih sela u subotu, 9.novembra 2013.godine protestovali i tražili od države da hitno reši problem azilanata.

Sa današnje sednice Opštinskog veća u Lajkovcu, kojoj su prisustvovali i predstavnici mesne zajednice u Bogovađi, meštanima je upućen apel da prekinu bojkot nastave.

Vladi Srbije i nadležnim ministarstvima poslato je nekoliko zahteva, među kojima i onaj da u roku od pet dana počnu rešavanje problema azilanata.

Izveštaj nemačke nevladine organizecije Pro Asyl o kršenju ljudskih prava na grčko-turskoj granici

Izveštaj Pro Asyl-a se fokusira na prepreke koje tražioci azila imaju prilikom ulaska na teritoriju Evropske unije, posebno se osvrćući na prepreke prelaska kopnene i morske granice Grčke. U izveštaju se analiziraju činjenice i događaji koji su usledili nakon zatvaranja granice na reci Marici u avgustu 2012.godine, što je dovelo da li je toga da veliki broj ljudi pokušava da uđe na teritoriju Evropske unije preko Egejskog mora. Takođe, izveštaj pokazuje da je od avgusta 2012.godine i zatvaranja granice na reci Marici došlo do povećanja prinudnog vraćanja izbeglica iz Sirije, Avganistana, Somalije i Eritreje sa granica Grčke nazad u Tursku.

Meštani Bogovađe traže da država reši problem azilanata, kojih je u tom mestu i okolini dva puta više od kapaciteta Centra za smeštaj.

U Bogovađi, kod Lajkovca održan je protest meštana tog i još dva sela, koji traže da država Srbija hitno reši problem smeštaja azilanata iz afričkih i azijskih zemalja.

Protest je trajao jedan sat uz blokadu centralne seoske raskrsnice i okupio je oko 200 meštana Bogovađe, Donjeg Lajkovca i Vračevića.

Njima problem predstavljaju azilanti van Centra za smeštaj u Bogovađi, koji se snalaze po šumama, a dešava se da obiju i prazne vikendice kako bi ozbezbedili prenoćište i sklonili se u hladnim noćima.

U Centru za azilante u Bogovađi, koji ima 170 kreveta, smešteno je 180 osoba, a na današnjoj podeli lanč paketa, što im je jedini obrok, bilo je 350 azilanata koji nemaju krov nad glavom.

U Bogovađi ima 279 meštana i 100 vikendica, što je manje od azilanata bez smeštaja, koji tu svakodnevno dolaze.

Ispovest azilanata u Bogovađi: Plašimo se meštana i kiše

Dvadesetogodišnji Abdu Rzak iz Mogadiša u Somaliji jedan je od azilanata koji je trenutno utočište i spas od rata u svojoj državi našao u Srbiji. Preko severne Afrike, Grčke i Crne Gore stigao je u Bogovađu kod Valjeva, na sat i po vožnje od Beograda.

- Sve što tražim jeste da, kada dođe zima, kada pada kiša, imam gde da se sklonim i gde da spavam - objašnjava Rzak, jedan od brojnih azilanata u Bogovađi.

To mesto je nekada bilo poznato kao centar u koji su deca iz osnovnih škola dolazila na rekreativnu nastavu, a danas je to selo sa oko 500 meštana i još oko 400 azilanata iz čitavog sveta. Najviše ih je iz Sirije, ali su u Srbiju stigli i iz Eritreje, Alžira, i ostalih udaljenih krajeva sveta. U Centru se zadržavaju od deset dana, do dva meseca, a krajnji cilj im je neka od zapadnih država.

U samom Centru boravi oko 160 azilanata, ali kapaciteti nisu dovoljni, pa u neposrednoj okolini, u šumi - u pocepanim šatorima, polusrušenim, trošnim barakama ili ukopanim zemunicama živi još 235 njih. Samo osmoro ima lična dokumenta, a njihova lična imovina sada se svodi na pocepanu, iznošenu garderobu, memljive dušeke i ćebad već istanjenu i pohabanu od upotrebe.

Abdu s grupom vršnjaka, koji ne znaju engleski, stoji ispred narandžastog i od zemlje isprljanog tankog šatora, koji je sada njihov dom.

- Prošle noći je padala kiša - kaže on za agenciju Beta - nadam se da neće i večeras.

Ombudsman - Rešiti problem smeštaja azilanata

Bogovođa -- Zaštitnik građana Saša Janković i komesar Saveta Evrope Nils Muižnieks zatražili su od Vlade Srbije da se što hitnije reši problem smeštaja azilanata u Srbiji.

Janković i Muižnieks danas su obišli Centar za smeštaj azilanata u Bogovađi u kojem boravi 160 azilanata iz raznih krajeva sveta, a najviše iz Sirije. Osim u samom centru, više od 230 azilanata boravi i u okolnim šumama, barakama i zemunicama. Od svih azilanata svega osam ima dokumenta.

U Bogovađi živi oko 500 stanovnika.

Ombudsman i evropski komesar danas su razgovarali i sa azilantima, ali i s predstavnicima lokalne zajednice koji najavljuju protest u subotu, zbog straha za svoju bezbednost.

Azilanti su poručili da je sve što im treba adekvatan smeštaj i da se pribojavaju građana, dok se građani istovremeno pribojavaju azilanata i traže da se obezbede adekvatni uslovi za njihov boravak.

Građani se žale na to da azilanti obijaju vikendice, kradu parkete iz tih objekata da bi se zagrejali i ugrožavaju bezbednost njihove dece, koai ih svakodnevno sreću na putu za školu.

Jedan od predstavnika mesne zajednice Goran Đorđević rekao je da niko ne želi incidente i nasilje već da građani traže adekvatno rešenje problema. Ističući da nisu problem azilanti koji borave u centru, već oni koji borave oko njega.

"Mi nismo divljaci, želimo da se ovo reši i zbog nas i zbog njih", kazao je Đorđević i poručio da će protest koji je u centru sela najavljen za subotu biti miran i nenasilan.

U okviru projekta “Unapređenje sistema azilantske zaštite u Srbiji” koji finansira Evropska unija, tokom oktobra 2013. godine su održana tri treninga pod nazivom “Pravni okvir i nadležnost aktera u azilnom sistemu/praksa i propisi”, u organizaciji Centra za zaštitu i pomoć tražiocima azila. Ovi treninzi su održani u Subotici, Lajkovcu i Loznici i imali su za cilj da obuhvate aktere u sistemu azila (MUP, sudije Prekršajnog suda, Centri za socijalni rad, Opštine, Nacionalne službe za zapošljavanje, zdravstvene i obrazovne ustanove, uprava Centara za azil) i da unaprede konkretna znanja i tehnike u pružanju pomoći i radu sa tražiocima azila, pravnom okviru azilnog sistema u Srbiji, nadležnostima i odgovornostima institucija u azilnom sistemu, primeni zakona u praksi, problemima, prazninama i nedostacima zakona, položaju migranata i tražilaca azila u Srbiji i pravima koja su ima garantovana.

Na treninzima su podeljeni novi priručnici APC/CZA o odgovornostima, nadležnostima, praksi i u azilu u Srbiji.

Nevladine organizacije optužile bugarske vlasti da informacije o identitetu azilanata dostavljaju sirijskoj ambasadi

Bugarski helsinški komitet-BHC, član Evropskog saveta za izbeglice i migrante- ECRE je izneo navode da bugarsko Ministarstvo unutrašnjih poslova dostavlja sirijskoj ambasadi u Sofiji podatke o sirijskim tražiocima azila, uključujući i biometrijske otiske prstiju. U otvorenom pismu koje je Bugarski helsinški komitet uputio Ministarstvu unutrašnjih poslova Bugarske, posebno je istaknuto da je dostavljanje bilo kojih informacija o tražiocima azila zemljama iz kojih potiču ozbiljno narušavanje ljudskih prava i da je protivno domaćem i međunarodnom izbegličkom pravu. Takođe, istaknuto je da se na taj način ugrožava bezbednost Sirijaca koji se nalaze na teritoriji Bugarske.

Bugarska državna agencija za izbeglice (State Agency for Refugees-SAR) dostavlja biografije tražioca azila, otiske prstiju i ostale biometrijske podatke sirijskoj ambasadi u Sofiji, navodno da bi utvrdila identitet ljudi koji tvrde da su iz Sirije.

Odobren novi sistem kontrole granice EU

Ministri za evropske poslove članica EU 22. oktobra 2013.godine su odobrili uspostavljanje novog sistema nadozra granice Unije, nazvanog Eurosur. Sistem bi trebalo da bude uspostavljen u decembru 2013.godine i da omogući jaču kontrolu spoljne granice EU na kopnu i moru, u šengenskom prostoru.

Eurosur bi trebalo da pomogne u sprečavanju tragedija poput stradanja ilegalnih imigranata kod ostrva Lampeduze početkom oktobra 2013.godine. Naime, početkom oktobra 2013.godine kod itlijanskog ostrva Lampeduza u dva brodoloma najmanje 400 migranata se udavilo.

Predata peticija za produženje radnog vremena lekara u ambulanti u Bogovađi

Izvršni direktor Centra za zaštitu i pomoć tražiocima azila (APC/CZA), Radoš Đurović, je 9.oktobra 2013. godine predao predsedniku opštine Lajkovac, Živoradu Bojičiću, peticiju za uvođenje lekara puno radno vreme u ambulanti u Bogovađi kako bi usluge primarne zdravstvene zaštite bile dostupne lokalnim meštanima i azilantima do 18h svakog radnog dana, a imajući u vidu tešku situaciju u Bogovađi te sve veći broj ljudi koji u ovom mestu živi ili se kratkotrajno zadržava.

Tragedija afričkih migranata

Evropska obala postaje predaleka često baš kad je na vidiku. Veliki broj brodolomnika s jedne strane i činjenica da se samo u ovoj godini na obale Italije i Malte iskrcalo više od 30 hiljada ljudi sa druge strane, otvaraju nekoliko pitanja: Šta će Evropa učiniti da pojača spasilačke kapacitete mediteranskih zemalja?

Mogu li zemlje južne Evrope same da se izbore sa ogromnim brojem nevoljnika koji traže spas i kakav - takav život severnije od mesta svog rođenja? Da li ogromna neravnoteža u raspodeli resursa, hrane i ekonomske moći između bogatog severa i ekstremno siromašnog juga preti da za Evropu postane problem koji se više ne može gurati pod tepih?

Bogati napred, ostali stoj!

Dok se imigranti dave u Sredozemlju, članice EU izdaju boravišne dozvole za novac. Kupac kuće u Letoniji od 71.000 evra ima Evropu „na dlanu".

Ako je sirotinja, kao u narodnoj izreci, i Bogu teška, normalno je da neće biti dobrodošla ni kod Italijana, Francuza, Španaca, Nemaca...

Stotine siromašnih izbeglicase dave  u Sredozemnom moru, pa nedavna nesreća kod italijanskog ostrva Lampeduze nije ništa novo. U isto vreme, neke članice Evropske unije jedva čekaju da izdaju dozvole boravka bogatim Rusima, Kinezima, Arapima... Svako ko može da plati - dobrodošao je!

Nemačka, oaza za tražioce azila iz Srbije

Građani Srbije su među najbrojnijim tražiocima azila u Nemačkoj. Iako je Srbija imala manje azilanata tokom prethodne tri godine, samo u avgustu 2013.godine, građani Srbije su podneli hiljadu sto sedamdeset zahteva za azil u Nemačkoj. Iz Brisela najavljuju da će novi mehanizam za ukidanje bezviznog režima stupiti na snagu krajem 2013.godine.

Omiljeno odredište gastarbajtera je i poslednja oaza za tražioce azila iz Srbije. Nemačka je jedna od retkih zemalja koje i dalje imaju problem sa srpskim azilantima.

"Uglavnom su u pitanju ljudi s juga Srbije, predominantno se radi o romskoj populaciji. To su ljudi sa ozbiljnim socijalnim i zdravstvenim problemima koji traže spas", kaže Radoš Đurović iz Centra za pomoć tražiocima azila.

Tragedija kod obala Italije, utopila se 94 migranta iz Afrike

Najmanje 94 imigranta su se udavila 3.oktobra 2013.godine kod ostrva Lampeduze na jugu Italije kada je potonuo njihov brod kojim su putovali iz Afrike. Najmanje 151 osoba je spasena.

Đuzi Nikolini, gradonačelnica opštine Lampeduza  je izjavila da su spasilačke službe pronašle tela 82 osobe, među kojima su dvoje dece i nekoliko žena.

Angelika Namaika dobitnica ovogodišnje Nansenove nagrade

Visoki komeserijat Ujedinjenih nacija za izbeglice je 17.septembra 2013.godine objavio ime ovogodišnje dobitnice Nansenove nagrade, koja se dodeljuje organizacijama ili pojedincima koji su učinili najviše za izbeglice.

Dobitnica ovog prestižnog priznanje za 2013.godinu je opatica Angelika Namaika (Angelique Namaika) za njen rad sa žrtvama raseljavanja i zlostavljanja od strane pobunjeničke grupe Gospodova armija otpora (Lord's Resistance Army-LRA) na severoistoku Demokratske Republike Konga.
